About the masks I am wondering if the names attached are more like tittles given and passed on with the masks rather than given names of the priests

I think that is the standard model and the theory most people subscribe to. It's also interesting to imagine that it is no coincidence there are nine masks and nine totem gods in the pantheon. Could each priest be also dedicated to one of the nine?

Ever come across any context that might link specific priests to specific gods?

I haven't come across anything myself, sorry , I was more wondering if you had come across anything else. I remember seeing the concept art of those Hall of Stories walls depicting different members of the pantheon, but I don't know if all of those even made it into the game. It'd be hard because some of the named dragon priests don't really have a "context", they're just out on mountaintops. Maybe if there was some connection between the locations and each of the gods, and then in turn the dragon priests.

I had a discussion with Paul England about those possibilities. We started analysing place names and seeing if there was a connection between them, the location in which they are found and the gods. We were both engaged in other projects at the time so we didn't really pursue the idea further.

I definitely think this is an area for further exploration, though.
