As one of our Queen's Generals (I guess :P) I second this. All HAIL Queen Edana!

Ok, so when writing up a new Character Build, some questions :  1) What level should a character be played to before doing the write-up?   2)  I don't personally prefer to tell people 'exactly' how to level (outside of some definite RP-style choices), so is that ok?  Basically more like providing a fairly narrow RP base, and then basically letting them decide how to further expand upon it (with some obvious hinting towards what to invest in, like saying you would want to invest in Sniper related skills, such as etc etc).

    1) Generally, I have heard two things either when you have reached the max level or what you think is the minimum to make your build viable.

2)Yes, I think it is okay. Several builds on here have done something similar like Lorc's Iron Woman in a sense.

Generally speaking I shoot to be under 50. I have seen builds that are higher, and many that are lower. It really comes down to what you want to do and what you need. For instance a Nuka-World raider will be hard to do at level 25 because you don't even get there till then. Anywhere between 35 to 50 I think is a good target. 50 is just a nice round number to me personally.

If you check out other builds some people add some fairly specific points and that is fine, again it comes down to what you are making. However, most people, myself including often just give exactly what you said, general guidelines. If you want to craft a more generalize build that says look for high endurance, perks that make you tougher that is fine. A list of some general perks to look for without saying you have to get these exact 49 perk points. I would suggest that general idea with some examples. So in your case sniper skills might mean "go high agility and perception, make sure you get penetrator, sniper, ninja, and mister sandman. The rest is up to you, other useful perks might be...." You get the idea.

Let us know if you need any other help, good luck!
