Just up to Local Leader for me as well. I considered taking Wasteland Whisperer/Intimidation but you'll notice in the perk descriptions it says "gain a chance to pacify". I didn't like taking too many risks in Survival, especially those where the outcome (a dice roll done in the background) is beyond my control.

If you haven't seen it already, My Synth guide has been updated with some of the more interesting things related to siding with them. If you wanted to you could just skim that to get an idea of some of it, instead of playing through a couple of quests just to go back to that save to try the others.
