I know Ragnvald, Reachwater Cave, and Reachwater Rock are all safe locations.
Out of curiosity, does your Forsworn type character have to live in the Reach? 'Cause a just a hop skip and a jump away to the north (okay, okay, you have to go north of Solitude) is Broken Oar Grotto, which is one of my favorite locations to clear out and then move in: loads of chests, cool ambiance, and a ship trapped in a cave (just like in Goonies). If you can RP your way out of the Reach, but still want to remain moderately close, BOG is the place to go ;D

Blind Cliff Cave - location of the quest The Affairs of Hagravens. Has an alchemy lab and cooking station. If Melka is left alive during the quest, your Forsworn chracter would have their own personal Hagraven caretaker. (She is not hostile.)
The Karthspire Cave (interior) - location of the quest Alduin's Wall during the main quest line. There are various crafting stations outside in the Karthspire Camp (exterior), however the outside respawns meaning enemies will respawn as well as storage not being safe. Only the inside cave is safe storage.

@Chris - I 'd say Linwes armor should be the closest you could find in skyrim, it's not black though :/ . If you can use mods there will be a mod probably that fits your need.

Triple word blast of Marked for Death--you hit a flying dragon with that, and by the time it comes back to you it's a kitten.
Become Ethereal--great for avoiding the effects of dragon breath, for closing in on grounded dragons, and for setting up a stamina-free power attack.
Dragon Rend--good for grounding dragons so you can wail on them.
Elemental Fury--lets you pile on the damage quickly before the dragon can get in its one-bite-killcam-of doom (absolutely hate those xD)
Slow Time--let's you get in your licks and dodge more easily (if you've got an enchanted weapon, this makes a great replacement for Elemental Fury)
Those are the shouts I use most against dragons :D

I'll add Clear Skies onto Shin's very comprehensive list. If you don't mind being cheeky the nockback effect and short cooldown is great for avoiding breath attacks or getting your face bitten off.
