Just like the men of Cyrodiil turned Reman into a Hero-God, that is a hero of their people whom they deified. Ysmir was a title given to great men, and it represents something to their culture. Shezarrine are often great kings or warriors.

I get it that Ysmir is the title they gave to heroes, but did they think all those heroes incarnations of one soul?
If yes, then didn't they know that that soul is the one and same Shor?
If no, then why make all the heroes one god? When a new hero appears and is called Ysmir, where does that place the previous one?

Yes, they know of the reincarnating spirit. Shezarrine is the Cyrodiilic term given to them based off their name for Shor; Shezar.

Stuhn = bear. Stuhn is the Nordic version of Stendarr, the first patron of the Imperial Legion (before Talos). The original Legions used the Bear as their symbol. In Skyrim, the Stormcloaks fight under the banner of the Bear.
