Does anyone know if the Staff of Tandil can be attained in the game (outside of PC console commands)?  It's on the UESP but doesn't show where to attain it but also does not list it as unobtainable.  Just curious since Haladir's Staff does the same thing but was exploring options.

it's part of a college quest, i forget whose, but Enthir sends you to find the staff the location is randomly determined once you initiate the quest.

ok.  I was thinking the Fortify Spell.  Lissette said there was a way to get close to 90% spell cost reduction without enchanting.  I'm locked in to races so Altmer is out (for most of them).  I'll look at the others, they could possibly work in the early going while gearing up.  Thanks for the feedback.

Lissette is right I was focused on cost reduction for all schools at one time, if you focus on just one or two schools then yest there is end game gear that you can find/purchase to get you to 90ish i.e. Master Robes combined with Naahkriin and found rings/amulets.

Kind of play testing an idea in Skyrim...based loosely on Paul's Atmoran Totem Build, the Hawk. Basically, I love this build, and I'm playing it a little more wood elf-ish / shaman (animal allegiance) style...well to get to the point - I want to FLY! Anyone played around with flight mechanics before?

The closest I've got is a blend of become ethereal + whirlwind sprint ...which of course requires some shout cool down reduction tomfoolery and launching myself off mountain tops. The other flight simulator I've played with is the old silent roll to power attack dual wielding combo which, while grounded, sure feels pretty close to digging your talons into fools.

    Any other ideas? Thanks

A mod that lets your jump very high? Perhaps via an enchanted item like a necklace? Seems like something that exists or at least would be easy to make. I know there are jump height mods.

So, if you upload gifs into your build, would they actually work? Do you have do something specific for them to work, or do they just not work at all? I've got a cool idea for my Mad Hatter build using gifs.

Need some help with Vampirism and the Illusion tree.  Not really worried about undead but more getting Frenzy spells to work on higher level creatures.  What'perks do I NEED to take and is there anything particular that has to be done BEFORE or AFTER becoming a vampire to maximize the effect on the Illusion tree spells?

Without knowing exactly what kind of character you are creating or what you are trying to do with them I would say yes your are spread too thin.  You've got 12 skills half of which need to be leveled to 90, and a level 70 build is a tall order.  In all my hours playing Skyrim I only have one character that got this high and that was through exploits just so I could fight the Ebony Warrior.

From what i can tell it looks like you are summoning atronachs to create a team that you support via illusion (Twin Souls and Master of the Mind), I'm not sure on the purpose of Restoration, seems like you are just taking it for Avoid Death, if that's the case I would suggest dropping it as that would be way to much grinding/training to justify the skill for me.  I would also suggest settleing on a single combat style (Archery, Two-Handed, Sword and Board) do you really need both One and two handed? Do you really need to max out Light Armor and take Block?  Also Sneak Archery is very OP, in my opinion, and renders much of the rest of your skills obsolete, even with the minimum perk investment in Sneak.

I would suggest play testing this character some as that would reveal if there are any skills you just don't end up using and therefor don't need them.  For instance you may find that you always go to Sword and Board to support your atronach team, and never sneak since the atronachs will tip the enemy off anyway.  This reveals that Two-Handed, Archery, and Sneak are not necessary skills.
