I'm inclined to agree with regard to crafting vs. using the werewolf chat method — it just feels a bit more that you've fully earned it, the same way you grind those skills to earn 100% spell cost reduction or max Magic Resistance. On the other hand though, if the end result is a powerful exploit, I can also see why you'd be justified using a powerful exploit to make that end result come quicker and easier.
For the record, you could do method 1 without Enchanting, it'd just be a bit messier, more complicated, and not as clean. All three methods I propose will grant exactly 100% Fortify Shouts in straightforward manners. You could however find some items in random loot that total 67% Fortify Alchemy (e.g., two "of Peerless Alchemy" and one "of Major Alchemy") then buff those up to 100% total using a generic "Elixir of the Healer" for the same net effect.

Added them, thanks for the suggestions. On the Launch move, you could pull a Master Monk and try stacking one or both shouts. I don't know whether Cyclone stacks, but Snakes stacks Unrelenting Force for one or two of his special moves.

As for the Paarthurnax thing, I don't think it really fits here. It doesn't eliminate the cooldown, it just decreases it greatly. That still isn't enough to actually use chains and combos though. And it forces the player to forego any Shouts that would be picked up later on in the main quest. There's also already a thread on the subject in the group, so it doesn't really need to be restated. It is good to know about though.

Awesome write-up Teccam! Nice to see all these methods documented in one place! One thing, maybe detail how to equip multiple amulets via werewolf glitch? It seems to be one of the most popular questions in the comments for Master Monk.
P.S. I think that glitch works with vampire lord form as well
