Quick note, because I favor the simpler answers to grand conspiracies on Jurgen's tomb. The fundamental moment that changed his entire life was the First Battle at Red Mountain where the Nords and their Tongues were decimated by the Chimer. Chimer/Dunmer use the daedric alphabet for their writing, and I suspect it was used as a reminder of Jurgen's past.

Has anyone thought that the tomb is not Jurgen's resting place? That it's a special testing ground for the Dragonborn. Perhaps Daedric script is used to bind the dragon soul to the pedestal and was placed there by Windcaller himself.

The daedric runes as a means of binding the soul is compelling, though. However, when there are shouts such as Soul Tear, Call of Valour and Dragon Aspect which deal directly with souls, why wouldn't the dragon language be sufficient?

We're talking about a dragon soul though. And those shouts you mentioned can't bind a soul for a long time. Dragon Aspect lasts longest but it can only be used once a day and expires fairly quickly. To bind a dragon soul for a long time something more powerful is needed
