Retconned. Apparently, when the Warp in the West happen and Talos/Tiber Sepium/Wulharth thing happened Ebonarm disappeared. There is a video on Youtube, that explains it pretty good if you would liek to watch I can send you the link.
I don't know about that, but here is the video and it isn't all about Ebonarm but he is mentioned and talks him being retconned, though I don't remember where at sorry. click here

Yo! The Whet-Fang clan of vampires, which induce a magical coma on their feeding victims, are from Black Marsh, so it makes sense they'd at least mostly be Argonians.

I know of two - Jarl Skjoralmor of Falkreath and Jarl Jarl Ivannar of ?? Not sure on Ivannar's hold, the menion comes from a letter found in a mannor near Fort Amol. It's a confusing time as East and West Skyrim are independent kingdoms since Jarl Svartr of Solitude rejected the Crown of Freydis' choice of High Queen. I'm heading towards the Rift a bit later and will hopefully see who the jarl is there.
