I have 2 quick Questions.
1. How is the Empirial Legions stand on Necromancers inside the Legion? i remember reading something about how they get Prisoners.
2. What Gods are appropriate for a Necromancer to worship?
just for reference im asking this for a neutral good character who will slowly drop to neutral evil through necromancy. so he is no Mass Murdering Psychopath or Cannibal or something just a Cyrodiil Scholar.

As an answer to the first question I would like to present you to the College of Whispers; a legally sanctioned group of necromancers that serve the Empire. I wouldn't be surprised if one of them ends up helping the Legion. The problem lies more in the fact that the commanders, soldiers and just about everyone else in the legion may not be very happy to see their comrades being used as meatpuppets by a mage.
Despite of the fact that the Empire technically does not outlaw necromancy and that the Empire backs an organisation that researches necromancy, most of its inhabitants are still very much opposed to the idea. So that could pose some issues.
As for gods to worship; There's two daedra, an aedra and perhaps even another option that come to mind.
Other gods may become options depending on your character's motivations, such as Stendar who is the protector of the Legion.

@Teineeva thanks alot ^^ Yeah my character isn't really to fond of deadra, they are too dangerous in his eyes since he heard and read alot about the Oblivion Crisis. the ideal masters are a double edged sword, they give powers but only for a price, which is more often then not the Necromancers own soul. so i'll go with Julianos and later let him get sweet talked by mora. i'll check out the College of Whispers, Thanks alot you really helped me out ^^.

Actually, I forgot a necromancer God. Mannimarco ascended to godhood and has essentially become the chief deity of anyone practicing Necromancy. I'm even less knowledgeable on his subject than I am on that of the ideal masters but I know he's a very interesting character and he might be a good candidate.

i have a few more questions.
1. What is needed to join the College of Whispers?
2. How would a Ritual to worship Mannimarco look like? what items are used?
3. Who is the Master Vampire Movarth who lives in the cave near Morthal, Idgrod claims he's over hundred of years old. has he appeared before skyrim?

I'm not able to answer all of your questions. What I can say is that if you have Oblivion I would recommend going through the mages guild questline and keeping an eye open for any kind of necromancy related information. It would be a great start at question 2.
Question three is however quite simple. Movarth belongs to one of the older and more prestigious Vampire clans. I've forgotten their names but they hail from Cyrodiil and their thing is to blend into society. Movarth is infamous for posing as a vampire hunter and vampire killing expert and eventually devouring the hunters that came to him for advice. The in-game book Immortal Blood essentially tells Movarth's story. He's arrogant to the point where he most likely published this book in which he narrates the death of one of his victims from his own perspective which is why he's so well-known.

damn all that stuff actually makes me like Movarth :D a candidate for a dead thrall right there ^^ yeah i have played Oblivion as a mage. i thought about using the Necromancer amulet like praying beads or a (un)holy Symbol ^^ it sucks we almost get nothing about the College of Whispers :/

Yeah, it's a very young organisation that sprang to life in a province that wasn't the focus of the game they were introduced in so I can't really blame Beth for giving us so little. What little I know can basically be sumarised as this: they're the offspring of the late-mages Guild that didn't agree with banning Necromancy and they most likely operate out of the imperial prison district (can't be great to serve your sentence over there). A good place you could look for information are the IRL lore books about the second Oblivion crisis, where the flying city of Umbriel entered Nirn and started killing and raising everyone in its path. IF you don't have the time to go look up the books themselves the Imperial Library has lists where they've collected all the more interesting lore bits. I don't have them bookmarked but they shouldn't be too hard to find.
I really suggest you give Immortal blood a read if you haven't yet. It's a great little piece.
