The Penitus Oculatus would be a very good fit. If you work with another group (not the Empire), you could probably just mention vaguely what group you work for. For instance, instead of saying that you work for the Dominion Ops, you could just say that you "work as an agent with the Aldmeri Dominion".

Soneca is right. The only thing you have to keep in mind is to make it seem as if it was already part of Elsweyr's history- link it to the Khajiiti pantheon or culture, base it around the lunar lattice, etc. This always works well in blogs, at least in my opinion.
