The perk bonus's are calculated when you take them. You wont get the bonus from the necromage perk without being undead, and you wont be marked as undead without being a vampire.

OK, so I'm testing this in a build I'm working on. My findings are not following with this so I'm assuming I'm doing something wrong.
For clarification...should the Fortify Marksman potion work even if you are NOT a vampire? If not, then that's my problem. (speaking specifically about unarmed damage)
Dragon: 905.00 HealthPunch only (Orc Gauntlets): 38.61 damage (twice in a row)
Berzerker Rage only: 77.22 damage (twice in a row)
Fortify Marksman Potion only: 41.83 and 38.61 damage (base punch damage)
Both Rage + Potion: 77.22 twice in a row (showing only Rage affecting)

They should both work. I've never tried using both at once; it's possible that one effect overwrites the other but that seems unlikely to me. I don't have access to my PC today, so I can't test myself, but I can say that vampirism is definitely irrelevant to the equation. Both the potions and the power should work regardless.
If you have any experience with the Creation Kit, you can look inside to see how both Fortify Archery and Berserker Rage work. I think they both apply a "Mod Physical Damage [multiplicative]" effect -- 2.00-times for Berserker Rage, and (1 + <mag>)-times for the potion (where <mag> is the potion's magnitude).
