Just to clear up the Jagged Crown debate, it can be enchanted but not upgraded.  If you do exactly as he instructed when you recieve it by reverse pickpocketing Ralof and placing the Jagged crown on him you can still turn in the quest to Ulfric and then go to Riverwood and pickpocket it off Ralof. Once you do this it becomes enchantable. If you don't place it on Ralof and just keep it, it is not enchantable as it is still considered a quest item.  You can also wear it with circlets and dragon priests masks although it won't be visible when wearing the masks.  Game tested, no mods.  Just my contribution.

He said, "The Balrog uses conjuration to summon Flame Atronachs to fight along his side in battle. Once you have a level 100 conjuration, you will be able to summon two stronger atronachs to fight with you."

The Elder Scrolls Wiki would seem to disagree with you on the subject of enchanting the Jagged Crown. Then again, they could be talking about enchanting it before utilizing the glitch, so maybe it is enchantable. That being said, I forgot that you can wear it with Dragon Priest masks, so wearing it in conjunction with Ahzidal (for those with Dragonborn) would be pretty effective. Sadly the build author makes no mention of this. Even if you didn't have Dragonborn, you could wear Otar instead of Ahzidal and in conjunction with being a Dark Elf you'd only fall 5% short of the Fire Resistance cap in addition to 30% Shock and Frost Resistance.

It is enchantable if you pickpocket it to Hadvar/Ralof andf then retrieve it after the quest of the same name. It will not have the stolen tag and it is no longer a quest item.

I don't have Dawnguard yet. I will update it once I learn more about it.

Thank you for the information. I did make a slight mistake when righting the perks and the armor. I might look into changing it to a Daedric Helmet. Big help.
