I didn't test them all. I'm sure that all the Destruction ones are affected, and I'd guess that the non-Destruction ones are too, as those effects are usually "Mod Enchantment Power" or "Mod Spell Power". There are only a couple of enchantments that don't fall under Destruction anyway -- Soul Trap, Fear, Paralyze, and Turn Undead are the only ones I can think of. I'll test with those ASAP and report back.

It's okay, man. I've got it all figured out: Stalhrim weapon with Chaos Damage + Absorb Health in the right hand, Staff of Chain Lightning or Windshear in the left hand. It's foolproof.

Followup for you: Fear and Turn Undead were affected by everything except the Stalhrim buff, consistent with the findings in the OP. I got those two up to level 135 each before accounting for potions. In both cases, I was able to increase BOTH the Chaos and Fear/Turn effects with an Illusion/Restoration potion, respectively. Also in both case, Destruction potions did NOT increase EITHER effect. I assume this is because the Turn and Fear effects are more valuable than Chaos, and therefore their schools govern the weapon as a whole.

In hindsight, this makes sense even given my last comment: These two enchantments modify DURATION, rather than MAGNITUDE. So enchanting buffs that affect Power (i.e., magnitude) wouldn't affect duration.
