Well, at its base I think it can just refer to anyone who works for the government. You said he was a former police officer who became a government agent, that's a lot like an FBI agent.

Like, he helped fend off the riots when he was rookie, then he was drafted in the military, though he wished to follow in his ancestor's footsteps. He becamse a bit jaded after the Resource Wars, but cooled down a bit after he married and had a son. Then the war happened. He knows how to use pistols, shotguns, and has some proffiency in hand to hand and knife combat. He is calculated and distant when doing a mission, but quite a friendly guy to his friends and allies

Reloading if you can...unless you expect him to mysteriously resurrect...
I've noticed the quests get more and more buggy at higher levels, probably even earlier if you work for multiple factions...
If you clear a zone for the minutemen and then the BOS send you to clear the same place the quest becomes unclearable. This can happen when only working for the minutemen, the only solution seems to be waiting for two in-game weeks for the whole world to reset and then hope for the best.
Annoying.

Ah right, forgot about that, thanks Asks. How bout a Combat Shotgun? And is there a way to get a Bomber Jacket/Brotherhood Fatigues without killing one? I know I could hope that a Vertibird crashes nearby and I can find the bodies
