    Pretty sure you smoke skooma...
    Edit: Turns out it can be smoked or drank.

    There are skooma pipes in Morrowind...nobody drinks from a pipe Bryn.

    It's in a bottle in skyrim, so this one you drink... Plus I'm sure you hear some khajiit talking about drinking it in skyrim... Not smoking it
