If you're a vampire with 100% spell absorption, you can negate the damage from dawnbreaker's explosions. Does it recharge magicka though? How much?

It does recharge Magicka, though I'm not sure how much. You're right about the build part though; Raid incorporated it into his Twilight Warden.

I don't believe so. From my understanding (and a more experienced person could weigh in on this to verify), Dragon Shouts aren't tagged as Destruction Spells and thus wouldn't benefit from anything that fortofies Destruction magic. The only further enhancements I can think of are the Dragonborn Flame/Frost powers, which spawn little Fire Wyrm pets for Flame Breath when an enemy is killed by the shout and freezes those affected by Frost Breath solid for several seconds (like Ice Form, only multiple people and you can beat the bejesus out of them).

I don't know about the meditation, but Ahzidal, Dukaan and Zahkriisos actually provide their bonuses separately from Augmented Flames/Frost/Shock. Having 2/2 in these perks with the fitting mask actually boosts the respective element by 87.5% :)
If the meditation were separate aswell (seems very likely to me, actually) it'd amount to +134.375% damage for fire breath. And then again, if dragon aspect is separate it'd be +193%, nearly triple damage!
