Nope, I did not reduce the cool down for shouts. I mentioned it purely to contrast it against silent shouting, but will try to make it more clear in the build.
Namira's ring was more prominent in the original concept of the build, however as I played it just seemed to get overshadowed by the other aspects, making it not really necessary for the final product. Still, I enjoyed using it, and would struggle to think of a ring that could be found reliably and would have a more useful enchantment.
I don't think the ring is a problem from a role play standpoint either. If you take a look at the npcs in Namira's cult, none of them seem deranged when going about their business in the cities.

I find this argument about the dragon priest masks pretty amusing. Has it happened before on any other builds using the masks? Not even just masks, how often do you pick up armor, a weapon or a helm that has been worn by a corpse for hundreds or thousands of years? I'd imagine it wouldn't take too long to sterilise it though, just blast it with some flames and you should be good to go.
Volsung just made sense for me to use. It has the same enchantment as the guildmaster hood, with some extra effects along with it, and the dragon priest Volsung stands between you and one of the words of Whirlwind sprint, so you have to face him at some point.

No, you can get the Whirlwind sprint kill cams from any angle. I never specifically got the decapitation one, but I imagine it is possible.
I think it would, but if you applied beserker rage and fortify one handed to a dagger sneak attack that would still be better

I really liked the armor. The guildmaster armor has the same ar as glass but has that stealthy look, making it perfect for a warrior/ assassin hybrid.

I had an amulet of Talos and Blessing of Talos on at all times, and would use Dragon Aspect fairly often too.
