This is similar to the build I am testing so far, I call it a Warmage and it is kind of the same thing as this build, but it doesn't use a mace, he just uses spells and a shield. Anyway, I will be trying out this build once I return from vacation!

Could you post a Health:Magicka:Stamina ratio?

I'd probably go 2:2:1 in Health/Magicka/Stamina. I'm gonna be updating all my builds (particularly older ones) with this sort of thing and others once I'm done with Dawnguard.

Any race recommendations?

Imperial (skill bonuses), Dunmer (theme) or High Elf (magicka bonus).

How does dunmer go themed? Also in the first pic it shows linwes hood wich I fing weird because its a priest. Even a deadric priest woudnt really need to mess up peoples lives finacially and it shows a flame cloak yet you use cloak in the vid. 1 last question: y did you do the vid at level 12 not like 25 or above because if you do a build at a low level you will not have even the first required prkspread?

Priest of the Tribunal, use the whole tattoo thing that I did, get some RP ideas from Morrowind. You also get the cool flame cloak move and a significant destruction boost.

I think you need to get your eyes checked, that's a bloody Apprentice hood no Linwe's hood. Linwe's looks completely different?

I did the video at level 12 since this was back when I was posting builds almost every day, so I played them up to about level 10-15 to see if they were viable. A level 12 Priest is enough to show off his general playstyle, is it not? That's the whole point of the video.
