From what I can tell... It does "proc" more frequently, but it is too difficult to say. I would assume yes.

One question (and this will sound rather ignorant), I've heard people on the internet saying that Necromage affects Illusion and Conjuration perks and that you need to get Necromage before getting perks that you want. Is this true? And if it is, which Illusion and Conjuration perks are affected?

As far as I am aware, Necromage affects Illusion and Conjuration if they are used against the undead "Vampires, Draugur, etc."
Conjuration vs Undead: Dark Souls, Necromancy.
Illusion vs Undead: Master of the Mind is required. All Illusion spells will then affect the undead at 25% higher level and increases the duration of the spell by 50%. The Pale Blade can be your test weapon for this. If you are a lower level than a Draugur Deathlord, The Pale Blade should still affect it.
For Illusion, it's all math and confusion. But if you have a spell that makes a level 25 target flee for 60 seconds (Random numbers off the top of my head here.) that would increase to level 31 targets will flee for 90 seconds.

Adding on to this, in other words, Necromage by itself affects the usage of Conjuration and Illusion spells when casted on undead but Necromage Vampirism doesn't add anything special (aside from summoning spells lasting 50% longer). As far as perks in those trees go, nothing is affected.

Adding onto this. Champion of the Night affects Illusion. This is then added to the total affect after ALL Illusion perks. THEN Necromage takes effect. So an Apprentice level Fear spell affects a Vampire at Level 39. That's more powerful and less costly than "Turn Greater Undead" with Necromage!
