I think the name came from an old KGB term mokroye delo meaning "wet job" that was used to describe an assassination or sanctioned killing. It explains it, but doesn't really make it sound better.
Like I said, I didn't really think about it because I got used to reading the title in the book, but now that you guys bring it up, I can remember my first impression on reading it being less than enthusiastic.
