Not neccesarily. I mean, there must be some halls where people could gather and other stuff. Skyrim shows that it can be done in large cave systems - whether they are natural or not. It´s funny but if I was afraid of heights, I would be freaking out in Skyrim Dwemer ruins.

It´s true that Dwemer are interesting, but I just find Ayleid magic filled ruins than technologicaly advanced complexes of Dwemer.
