The reason for the slowed skill progression could be because skill progression only takes into account base magnitude of a spell, so you'll in essence be healing more damage quicker but the rate stays the same.
If you could find a way to be in a constant state of equilibrium and take the same amount of damage as you're able to heal then you'd level just as fast.

The way I level Resto is I go either grab the crown (mage and atronach) or just go get atronach. Next, I go to the dungeon where you have to retrieve the horn of Jurgen Windcaller for the Graybeards, and I stand on one of the fire tiles and put a rubber band around my controller so the trigger stays down. It's normally pretty slow because you heal more than you take damage, but you can just go watch a movie or something and come back to like 20 levels or more.
