How to deal with Dragon Shouts in a story?

    As the title suggests. How do you guys deal with writing stories with multiple character where, because of gameplay reasons, The title of Dragonborn and the ability to shout is available to all of your player characters that you may want in said story?

    Unless you get into something weird with different universes or something I don't see how you can.

    I'd just pick one character to be the real Dragonborn.
