WIP Character Build:
The Avatar(s)
(Modded Build)
Concept:
Collection of 4 relatively short character builds for each of the 4 elements

Essential mod: Elemental Destruction Magic. Without this, (more) Air, Water, and Earth magic cannot be cast in Skyrim.
The First Avatar: Wan (Fire Elemental) OR The Sixth Avatar: Roku (Fire Nation)
Race: Gameplay-wise, Dunmer for fire resistance and flame cloak. Otherwise anything human-like.

Spells (mid game): Flame Cloak, Fireball
Spells (end game): Incinerate, Wall of Flames, Fire Storm
Equipment: Hammerfell Garb (Wan), Telvanni Robes
The Fifth Avatar: Kyoshi (Earth Kingdom)
Race: Gameplay-wise, Orcs racial bonuses and earth resistance (Elemental Destruction Magic). Otherwise, anything human-like. Maybe Nord for Battle Cry
Spells (first stage): Gravel, Rock Blast, Earth Rune
Spells (mid game): Rock Cloak, Stalagmite,
Spells (end game): Boulder, Wall of Earth, Earthquake

Additional mods: Imperious for Orc racial ability (1/battle, stomp to create an earthquake and stagger foes)
The Seventh Avatar: Aang (Southern Air Temple)
Race: Gameplay-wise, maybe Bosmer due to the "one with nature" attitude. Otherwise, anything human-like.

Spells (mid game): Whirlwind Cloak, Tornado,
Spells (end game): Tempest, Wall of Wind, Cyclone
Equipment: Telvanni Robes
The Eighth Avatar: Korra (Southern Water Tribe)
Race: Gameplay-wise, Argonian for water breathing and water resistance (Elemental Destruction Magic). Otherwise, anything human-like. Maybe Nord for Frost resistance

Spells (mid game): Rain Cloak, Geyser,
Spells (end game): Torrent, Wall of Water, Tidal Wave (Optional Bloodbending - Blood Curse (from Lost Magic mod)
Equipment: Temple Priest Robes (unfortunately these will need to be either pickpocketed at skill level 100, or killed for), College Robes, any mage robes really (preferably blue).
