Well I dropped a big enough hint , build name, who built it will he feature ? If this build has a fault its the lack of likes to pull it up the rankings, like I said Loved it and him

I don't suppose anyone has a perk spread from say around level 30/40 or gear enchant list for this build saved somewhere?
Sorry Anise, there are the Level 60 and 81 versions as far as I can tell. I don't think it had a perk spread for lower levels at any point, because...well really the build sort of hit it's mid-point at Level 60 in my opinion. Having a perk spread there makes a lot of sense and it's rare to see builds that have more than two perk spreads (I think Ponty did it a bit, maybe Mason as well with a 15/30/50 or 20/40/60 split but it grew out of fashion as image-based perk spreads became more common). Hell, these days most of us tend to use the single perk spread for builds.
There are some hints throughout the build that might make forming your own a bit easier. Destruction, Conjuration and Restoration are the main focuses for the build, and there's enough info in the skills section that could let us break a Level 40 spread to something like this.
Alchemy: Alchemist 3/5, Physician and Benefactor
Alteration: Novice - Apprentice Alteration and Dual Casting
Archery: Overdraw 1/5
Conjuration: Novice - Adept Conjuration, Summoner 2/2, Atromancy, Mystic Binding, Soul Stealer and Oblivion Binding
Destruction: Novice - Adept Destruction, Augmented Flames 2/2, Augmented Shock 2/2 and Dual Casting
Illusion: Novice Illusion, Dual Casting, Hypnotic Gaze and Aspect of Terror
One-Handed: Armsman 1/5 and Fighting Stance
Restoration: Novice - Apprentice Restoration, Regeneration, Respite and Ward Absorb
Two-Handed: Barbarian 1/5 and Champion's Stance
Course that's just a rough framework, might want to drop some of the weapon perks to move into Conjuration or Illusion, maybe even focus on one of them over teh others. As for the enchanted gear...I would proabbly just stick mostly to reducing spell costs, boosting your Magicka and maybe a few weapon damage perks? It's a bit tough because the build makes use of Legendary-ing the skill so it's tough to say how much it should be focused on...
Anyway, it's not the official perk spread for the build, but I think it'd work fairly well for the intended purpose. Not sure how helpful it is, but...yeah I hope I helped out in some way :D
