I hate randomness in my games. I want to know that if I hit something, it'll do what I want it to do, not more not less So no, I don't want the luck to come back (granted, I didn't play older titles).

Luck did almost nothing in Oblivion; it provides bonuses to all skills but since in Oblivion they can't be fortified past 100 Luck doesn't help at all once you master a skill. I did have a H2H character who had luck as a favored attribute, and focused on Luck, End and Strength, and I'd say it is best when on a very specialized build because you don't need most attributes. Aside from Mehrune's Razor, it doesn't do much.
In Morrowind it wasn't very useful; Agility and Willpower were better for improving your chance percentages, but Luck was useful when combined with them. Though I don't have much experience with this attribute in Morrowind.
It would be nice if Luck came back, but it needs to do something that other attributes can't do in order for Luck to be useful, IMO. In Fallout 3 (and NV I think) Luck grants crit chance, and it's one of the only attributes that could affect your damage output, making it very valuable (at least in FO3, I haven't played the earlier FO's)
Maybe if Luck gave a bonus chance for extra damage dealt or extra damage mitigated, since we don't have Morrowind's dice rolls anymore? Or a chance bonus to Speech and Pickpocket checks?

Thinking about this some more, I feel that individual items with luck factor work out better for a game like Skyrim. Imagine if Bethesda had expanded on what little there is available on that front. Imagine weapons and armor with % chances of unleashing devastating unique effects.
