It's not great, but meditating on "Feim" (Turn Ethereal) boosts your health regeneration while the shout is active. It's only 25%, but it's something, I guess.

Drawing a blank here, but does casting a spell via staff improve your skill in that magic tree? Example: Would casting a fireball from a Staff of Fireballs improve your Destruction skill?
Or, does only manually casting the spell improve your skill in that tree?

So, a question regarding leveled weapons. How does the leveling actually work? Basically I'm trying to figure out how to ensure you get the right leveled weapon you want when you go to get it.
Is it the level you accept the quest?
Is it the level you actually acquire the weapon at?
Specifically I'm looking at Chillrend which shows six different manifestations of the sword but I'm sure the answer would apply to any and all leveled items in the game.

@John: It's the level you load the area at. So for Chillrend it would be the level you are when you enter Mercer's house that determines the level of Chillrend. So if first enter the house at say level 20 then the level 20 version of Chillrend is what you get even if you don't take the sword and return at level 50 the sword will still be the level 20 version.
