So, there are few people interested, so we can slowly start with determining what Faction you would like to have here, so I have these questions for you.
What game? Oblivion or Morrowind?
Would you like to have custom Faction?
Or already established in the Lore of TES?
And what kind of Faction? Merchants, assassins, thieves, sellswords, knights or religous order?
Would you like to have Ranks or Specializations? Or both?
What type of "quests" would you like to see?

I would like to have Oblivion Faction. Because in Oblivion, there aren´t that many quests as in Morrowind, so Oblivion Faction could be more...useful for this group and players who struggle with finding interesting things to do in that game.
Custom Faction is good, as my Goldpact Order shows, but I would be more inclined to some Faction that already exists but doesn´t appear in the game.
For example I quite like the East Empire Company. This faction could actually cover lot of various quests, like treasure hunting and protecting merchandise, but also thieving and assassinations if we´ll go for more...corrupt Company.
As for the Ranks and Specializations. I was thinking that it would be possible to do both. Like you choose your "class" in the Company, and then you slowly work yourself up through the ranks. Maybe I would take an example from Blackblood and his Daedric Templars and made the "assignements" more personal. Like giving one quests to one person. Or would you like to have more quests to choose from like on my Goldpact Order?

For a faction that I would like to create, I would have to make it in Oblivion since that game has both the Morag Tong and the Dark Brotherhood. This would be a custom faction that is not as big or famous as the Morag tong or the Dark Brotherhood, but they are just as much of a competition to both of those factions. They would be an assassins faction, but they would be disguised as knights and other noble types when they aren't assigned to a specific contract. This would help them with having a good disguise, and also with being able to get close to high-ranking targets. This faction would have both specializations and ranks. They would have specializations, like swordsman and archers, but also ranks, depending on their skill levels and how they have executed past assignments. There would be quests with assassinating specific targets. These targets wouldn't just be anyone random though, they would be high-ranking nobleman and other famous people throughout the land. These quests would require doing a lot of tracking to find their target, and also a lot of research into their target's life to make sure they can get off the perfect kill, but without being spotted. Also with this faction, since there is so much other competition, we would need the best of the best. This being said, if any member were to be caught because of an assassination, they would be automatically removed from the faction.
