Given that Merill is an elven mage from dragon age, you might want to consider rolling an altmer instead of a breton.
However, given her facial features tend to be somewhat of a mix between bretonish and altemrish characteristics, i suppose you can get away with creating a character with a slightly elongated chin and more pointy ears.
The tattoo's (thank goodness) are rather easy to replicate though. If you're running skyrim on a PC, i would highly suggest getting face mods that help smoothen the rather "blocky" facial features of the default character. Go check em out, there are tons for females by the way.
