As for your question, the main focus is the image itself, if you want to add in some flavour text in any form then go ahead. I see no problems with it as the description is just as much a part of the post as the image (and really as long as people are posted more artwork than the event is succeeding )

It's not against the rules so you are allowed to do it, although I would consider the how the most members may react to it before going ahead with it.

Nice one Golden! So any NPC from any Fallout or TES game or other official work will be ok? Does it have to be a named NPC or can it just be "Ordinator Guard" for example?
