Awesome write up Paul! Can wait to see part 2. You really cover the bases nicely and put to words the feelings I had about certain races when it came to wizardry.
I always felt like nords made good mages but wasn't ever able to really articulate why. You are 100% right that Battle Cry is better for mages than it was for fighters.

I second this. Five free levels of magicka is hard to ignore. I've always needed a very good reason to not pick Altmer, even if you are just splashing in magic for one or two spells. For instance a thief who uses illusion can save five levels of magic investment and instead put it to stamina or health and still be able to cast the necessary spells.

Not really, race still can play an important part of the build (even with glitches and exploits). For instance, on most of my builds I never use any enchanted items - and absolutely no armor or weapons. Add in restrictions on skill usage, and you end up with a great RPG experience. I really wish that Daggerfall advantages/disadvantages still existed!
I've actually played an Altmer Vampire Lord using the Apprentice Stone (augmented around 50-70% by Alchemy), but with the restriction that no Restoration could ever be used (i.e. no Necromage and no healing). I ended up with a glass cannon who would almost never run out of magicka while also having to be hyper-aware of mages and dragons.
ETA: This actually made Ward spells useful for a change...

I relied on enchanted items heavily in my two builds but I don't rely on glitches and exploits with my characters so the race did play a great role. That's not to mention the roleplay.
Still, if you glitch your character to a level of infinite spell casting, the lines between races in gameplay blur a lot
