This is pretty unique, definite like from me. How did you get the Tower Stone to work with the Aetherial Crown? I could never get that combo to work.

I have a few gripes with this, man.
First, Tower Stone doesn't work with Aetherial Crown (tested by both me and Phil for his Knight of Crystal Tower build) because it's an Active Effect rather than a power like, say, Ritual Stone and Serpent Stone
Second, some scrolls are seriously underpowered compared to their spell equivalents. Like, Scroll of Ebonyflesh improves armor only by 35. Dead Thrall scrolls (I only ever found one) have a maximum level of 15 so they are rendered obsolete on higher levels.
Some perks don't affect scrolls, such as Elemental Potency, Dark Souls and Master of the Mind. Summoner perks are useless with scrolls because they have a huge range right from the start.
I tried making a build to focus on scrolls but was running out of them too quickly, the only ones I could reliable create were the Conjure Atronach scrolls via Atronach Forge.
Regarding the presentation, equipment spread is good, but perks are a bit hard to see partly because of the background choice and partly because of the blue glow and small font size. Try just using 1-2px black outline to the text instead of glow.
Overall, I like your approach of not perking cost-reducing perks and focusing on augmenting scrolls but I feel like it would have worked much better with staves instead of scrolls.
