The Clan Lord
The Clan Lord roams the plains of Skyrim, invisible to the naked eye, with the help of three powerful vampires at her command as well as the strength of her bow. The Clan Lord is a master of necromancy, and two of her clan are the risen undead. At a moments notice she can raise an entire undead army from any corpse within sight. She has no time for increasing her magicka, focusing instead of mastering the arcane art of enchantment in order to wield two schools of magic at no cost. Even though the undead who follow her are easy to detect, she is undetectable, and prefers to move quietly amongst the shadows and aid her undead clan undetected.
Stats/Equipment
Race - Any will work. Breton is nice for their magic resist which will help with your vulnerability to fire
Stone - The Ritual Stone, to raise an undead army
Weapon - Auriel's Bow, you and your clan are weak in the sun. End its tyranny with Auriel's bow. It's effect on the undead keep your clan fearful of you and in your control
Special Equipment: Keep a Necklace of the Firewalker around. This will all but eliminate your weakness to fire if the situation calls for it
Follower - A fellow necromancer, and even better a vampire. If you have Dawnguard, by far the best choice here is Serana.

This will be your set before you have the Dead Thrall spell (and have little further need to cast conjuration often)

Light Armor/Alteration - You either wear light armor or robes, protected by the perks in either the Light Armor or Alteration tree
Restoration - You take full advantage of the Necromage perk, boosting vital enchantments and spells

Necromage - Necromage increases the effectiveness on undead, and as a vampire, that includes you. This perk is critical for this build
Steady Hand/Eagle Eye - You will need this so you can zoom in from a distance and pick off enemies. Your undead clan will be attacking them, so this will help you effectively target your enemies
Twin Souls - To build your clan, you will need the twin souls perk to thrall two Volkihar Vampires
Level 20 Build
100 Magicka, 230 Health, 160 Stamina
Gameplay
In early game focus on your non-magic skills. This is because in this build we will use enchanting to cast magic for free, and leveling up enchanting too early can be dangerous. Become a vampire as soon as you can. You will spend all of this time leveling like a normal stealthy archer, but much more awaits. Be patient young clan lord. If you've have and started Dawnguard at this point, use Serana as your follower.

Light Armor - Agile Defender (3/5), Custom Fit

This is where the build really shines. You now have a very high sneak level and the ability to enchant armor so illusion and conjuration spells are free. Good thing we didn't waste points on magicka, right?
When you feel comfortable with your sneak/archery skills, start leveling enchanting. Once fully leveled and perked, you will have the ability to craft gear that reduces the cost of Illusion and Conjuration schools of magic to 0. Practice your necromancing by raising the dead whenever you can, and your illusion by staying invisible and calming your enemies when seen. Work up to 90 conjuration so you can get the dead thrall spell, and 100 conjuration to get the Twin Souls perk.
Once you have the Dead Thrall spell, thrall two (if you have Twin Souls, one if you don't) Volkihar Vampires. Normally they would be too high a level to thrall, but this is where the necromage perk comes in handy. With it, you are able to make them your thralls. You should now have a party of four vampires (yourself, Serana, and your two thralls). They're enough to take on anyone, but what's the fun of just watching the action? With your sneak and illusion maxed, you can trivially sneak past enemies even after they see and engage your clan. Find a nice spot in a shadowy corner and start sniping with your bow. You find out why we invested in stamina at this point, as you'll need it to keep Steady Hand active the entire time, as things will be happening fast. If you are detected, use your illusion skills. With the necromage perk and dual casting, you shouldn't have the need for the perks that further buff your illusion skills.

In this build the enchanting is more necessary in order to reduce the cost of the schools of magic down to 0 so you can pour your points into health and stamina. I'm sure you could do something similar without that, but you may find yourself running low on stamina for the Steady Hand perk.

in dawnguard there is a glitch that allows you to have both serana and a follower at the same time so why not marry a mage and give her/him a sword and armor after turning her/him into a vampire and making sure its a follower so that you can have a party of 5 vampires (the dark elf mage at the college of winterhold if you turn her into a vampire after marrying her will use vampiric drain as a new spell
