Dunno, maybe other housecarls are more like mini-stewards than battle companions. Or that's like another level for Thanes. First you just get the social standing, then the fancy house and then the trained fighter.

Golden FoolI googled it an it turns out that Erikur and Bryling do have housecarls. Erikur's is the Altmer mage; Melaran, who sits around the Blue Palace all day and Bryling's is Irnskar Ironhand who is owed money by Octieve San.

In ESO we encounter a number of Jorunn's thanes and each one is either some kind of military figure or leader, which makes sense given the current events.

Fair enough, those Housecarls make absolutely no sense...maybe it's just a way to have Erikur and Bryling annoy someone else other than...Elisif? Or mabye not? Their probably pre-Torygg Thanes but either way, they're terribly annoying so maybe assigning them useless housecarls is just a way to punish them for being assholes.
