    Predator's Grace cannot be disenchanted, nor can any of the other unique items that use the Muffle enchant (Shrouded Boots, Nightingale Boots, Jester's Boots, etc.). The only way to get the effect is by disenchanting generic magic boots of Muffling.

    The good news is, regardless of your Enchanting level or perks, any custom Muffle enchantment will ALWAYS have a value of 1.0 (100%). Generic Steel Boots of Muffling become available at level 11. The best way to get a set is to go to the Scorched Hammer (Balimund's shop) as soon as you hit level 11, and do the old save-punch-reload trick to reset his inventory until he stocks a set of those Steel Boots of Muffling.

    For every level-up, it grows less likely that you'll find a set of Steel Boots of Muffling ... At level 17, Dwarven Boots of Muffling become available, but they're no more likely to show up than Steel ones, and your level list will now be more saturated with other possible enchanted armors that smiths can stock. So the longer you wait after level 11, the less likely it will be that vendors will be stocking a set of boots with the Muffle enchantment.

    You can go to other blacksmiths besides Balimund, but UESP says he has a better likelihood of stocking more enchanted armors than other smiths in Skyrim. I can't corroborate that, but I do find him to be a pretty reliable vendor in general. You can compare his standard merchandise to others (e.g., Adrianne at Warmaiden's) and see the evidence for UESP's claims that he's the best option -- specifically, look at the line item for "Leveled Enchanted Armor").
