I think it is the most important if you bring something new to the table. In that case, you need to detail how you've handled the basic challenges the game throws at you. I like to split those into chargers (enemies that rush you for close combat), ranged (archers, mages etc. - there might be a need for an extra section for mages depending on a build), undead/automatons (if the distinction is needed), dragons (since they deserve a category of their own). This should cover almost all the cases you will encounter in the game and if you have at least one decent strategy for each type, your character will be able to handle his own against the dangers Skyrim throws at him.
However, if the main focus of your build is roleplay and you don't bring something new gameplay-wise, I think it should be OK to provide a general overview of the gameplay rather than to recite well known methods of dealing with aforementioned enemies. Nobody wants to read description of sneak archery for 1000th time :D In this case, roleplay section takes precedence - it should be VERY detailed to cover up for shortcomings on the gameplay side.
Of course, if you're good at writing, you can sell even the most basic idea pretty well and have both gameplay and roleplay sections to be extensive and detailed ;)

Gameplay
This build is all about that sensation of holding the life of the enemy in your hands, the feeling of power over mortality itself! From the beginning to the end, each kill is a unique experience. Will the target move or stand still giving you time to line up the perfect shot? Will Nocturnal smile upon you and grant the extra damage you need to kill the target or will she scorn you and alter the arrow's course with a breath of wind? Savor every shot from the moment you observe the target and find the perfect time for the shot, patiently nocking an arrow and drawing the bow, holding your breath to steady your aim and releasing the arrow in one smooth continuous motion to the final unmistakable sound of the arrow piercing the armor and the flesh of the enemy! Each kill is a testament to the player's skill and each shot is a pure expression of the deadly art of assassination!
