  The Telvanni seems way to obvious for this, but then again given our track record for not guessing obvious stuff that might be the direction we should head in... I'm gonna go in a similar direction and say Crassius Curio. Big in Dunmer aristocracy where they chill in mushrooms, 'magic' and 'simply fantastic' seem like the self absorbed tyoe of language he'd use, yeah thats all I got. But I feel like Phil might be a bit of a kindred spirit to the famed author, so it'd make sense :P

The World Eater returning is an ancient and unbreakable law (well, before TLD came), he has some hella strong jaws, he's the first son of Akatosh I think. The last line makes me think of Talos, but I'll be damned if I'm voting for him again and getting it wrong so I'll just choose to ignore it :P
