How 'Loot Modifiers' work in Skyrim

  Yes to the first question, sort of the the second. My understanding is that you're supposed to be finding a couple pieces of gold every now and then in burial urns, but since all races get Imperial Luck due to a bug you get gold from most of them.

  If you're already perking your way up the Lockpicking tree then sure, but otherwise I wouldn't bother, personally.

  If you have an extra perk point and absolutely nothing else to spend it in...go for it!
