  On the skyrim wiki it says that that there are
  alot of werebears in skyrim. I've never seen
  any have you?

  Most likely Bethesda "Didn't get to it" like many other things.

  It was in the Skyrim Game Jam so it is definately an option for DLC.

  No, but they're all options.

  I'm pretty sure not all of them'll be on there but I can guess we'll get around half of them.

  Werebears?  Where?  Bears?  Men who are bears?  Many Bears.  Everywhere.  Many men.  That is enough for me.

  Seriously, no one had ever promised werebears to be in ESV.  Perhaps, we will see them in an expansion.  Werebears in Skyrim does follow lore - perhaps all that canis root kept them away.
