Ugh this quest makes my moral compass go haywire every time I do it. So I decided to kill both Saadia and Kematu after luring her to the stables.
If you can't choose between the two, might as well kill them...

If you put sll the details about the Dominion aside, what you get? A bunch of thugs from Alik'r, who are trying to hunt down a lone woman. Even if she did betray her city, it's obvious that she has already paid for that, her life is not easy one, especially since she's in a foreign land. Anyway, now she is but a harmless barmaid. So it's a gang of thugs against a relatively innocent woman. To me the choice is obvious)) less
