Yeah...OK, how about the Minutemen opposed to a unified raider group that you can also lead. Then, settlements are all about the war between the MM and the raiders, with you choosing what side to support. The raiders are more powerful and let you attack places to get plunder, but are obviously huge jerks and harder to placate. (maybe you could capture settlers as slaves, to force them to farm for you?)
BOOM. That gives the Minutemen immediate urgency that's not related to the main quest, and gives us a Civil War-style sidequest that still ties into the whole "civilization has gone to pot" theme of Fallout 4. There's even still reason to fight random raiders around the Commonwealth, since they're rivals to your gang. less

That would make more sense too! Even a possible "mutiny" attempt to quash every so often, if you're with the raiders. That would be amazing. How are you not a writer for Bethesda xD
