So, what is the answer to this riddle? It is... Cyrodilic Spadetail! Yes, the fish.
Explanation: It presumably comes from the Heartlands, a.k.a Cyrodiil, yet is found in Skyrim. Moreover, it (or Abecean Longfin, but the Spadetail is the focus here) is a necessary ingredient for the Alchemy/Enchanting loop found here, which certainly brings many adventurers glee.

I'm thinking Sheogorath, but then again I always think Sheo so probably not. This one is hard, I'm trying to think of mentions of art but I think its more metaphorical than that.
