Agreed, Shouts should be fine in case people want to do...well Dragonborn or the Main Quest, I dunno does Dawnguard need a shout at any point? I don't think it does but there are defintiely a few other quests that require them (not to mention a lot of Quest Mods use Shouts) so blocking them off doesn't fit for the Event or really a Lore point of view (you could even RP meditating on them before using a Dragon Soul to really feel like your learning them if there's an issue someone has with... say J'zargo being Dragonborn).
Solyeuse, my basic understanding of the rules are that the Major Skills are what's listed on UESP as their Primary Skills so Eola would get Destruction, Sneak, Alteration and One-Handed. What you do with those skills shouldn't matter as long as you stick to them and the level cap. If you really wanted to you could twist your character into a Nightblade/Assassin or a Spellsword or really whatever you want as long as it fits within their skill set.
Hope that answered the question, you've got a fair amount of freedom with this Event because it'd be a lot harder (and at times less interesting) if we had to 100% stick to the followers stats, skills, whatever equipment they have when you find them, morality, etc.
