That doesn't mean Talos is a substitute for Lorkhan. Talos is almost irrelevant to Lorkhan's endeavor except for the fact that Tiber Septim achieved CHIM (which is a step he didn't mean to take). As far as we know, Talos knows nothing about Lorkhan's truth.
Any further importance Talos gains is in holding up the world if the Thalmor are destroying the Towers.
