Interesting...in all my research (http://www.uesp.net/wiki/Skyrim:Block) this seems not to be the case; Shield Wall does not increase block chance unless a shield is equipped. Likewise, Shield Charge doesn't work unless a shield is equipped.
Additionally, "Block Enchantments" ONLY effect Shields, not blocking with a weapon. Basically the rule of thumb is if it says "Shield" it requires a "Shield" to work.
However, if what you say is true and there is a glitch (in regards to Shield Charge), I may need to add it to my own two-handed builds. In fact, UESP does say there is a bug to this effect. So you're right there! Proof
I will definitely have to test this myself. In any case, this may be my biggest gripe with Skyrim - between tooltips and documentation - nothing is as it seems lol!
