Curious if anyone can manage it with low/no Sneak but with Quiet Casting + Throw Voice. Personally, I've never been able to make that Shout work too well, but this might be a good opportunity to try it out again.

Quiet Casting and Whirlwind Sprint is pretty effective. It doesn't create any noise when you move!

Nice one! I guess it'll be easier for Altmer with starting Fury spell

I didn't consider Calm or Frenzy spells because of Illusion. No Muffle/ Invisibility to me meant no Quiet Casting either. Muffle makes all your movement silent (except if you swing any weapon other than a Dagger, or cast a spell - since the sound of readying a weapon is not heard by NPCs). Quiet Casting would be like Muffle for spells cast (again, not readied), so it's a no-no for me.

I thought of line of sight (or cone of vision, according to UESP) manipulation, and thought of holding an item between me and the NPCs, so as to block vision. This would however get me detected, because of the noise I would make. Then, I thought of putting a bucket over everybody's head, which will definitely be fun, and hard as hell to do undetected, but is considered an exploit... What I am missing is a quiver of Water Arrows (like in Thief).

In both retrospect and in perspective, the only viable option for bypassing the said limitations seems to me is Fortify Sneak... using Standard/ Custom Potions or Unique items/ Generic Magic Apparel/ Custom Enchants... If so, timing is highly governed by Silent Roll.

I didn't have Quiet Casting, I just made sure I used the staves from a distance. Like I said it appears that Gandor's staff makes very little noise, so I think that helped a bit

In the meantime, I will continue to try to figure out how to bring a horse/ cow carcass or smth similar with me in the dungeon...

Conjuration staff? When something you raised with a Conjuration staff dies, it doesn't disintegrate.

I need a big sized object... Maybe a Staff of the Frost Atronach would work... needs testing.

Easy solve, done at any level before lvl 12, will get you detected (MAYBE) but not into combat:

    1. Escape from Helgen (equip the Imperial Heavy Armor)
    2. Get to Windhelm/ Palace of Kings/ Wuunferth's (the Court Wizard's) room - look for the Scroll of Harmony sitting on the table and get it
    3. Wait outside in increments of 10 days, for the cell to reset and get more Scrolls of Harmony.
    4. Get to Pinewatch, Pacify everyone and sneak your way in and out at lvl 1.
