Long answer: As I mentioned in the OP, the ring's effects are applied via a script that begins when you enter Beast Form and ends when your form ends. I'm not very good at deciphering papyrus, so it's certainly possible that there may be a way to trick the game into letting you keep the ring's effects in human form. But to my eyes as a novice of scripting, it looks like the effects should be removed every time you exit Beast Form.
I can copy the script's contents here if anyone is interested in trying to analyze it. There are some pretty amusing bits in there actually.

The second script seems to be the main script that applies the ring effects when you transform, and removes them when you change back. I'll be watching this with great interest. Maybe the change script could be kept active after the duration ends by having another effect on top of it with a longer duration. Hell, I don't know what I'm saying either but there must be a way dammit!

Would equipping the ring while in Beast Form via the chat glitch work? It's probably been tried before but I can't really think of anything aside from somehow forcing the effect, or doing something like Phil suggested.
On a side note, is it possible to chat glitch all four rings on at once, so that all four effects take place? Maybe use Ring of Hircine to stack them, then wait out the transformation and use Beast Form again for all four rings to take effect?
