Well, I've not tested all of them but I've noticed a few things...
The problem is that when you connect with a missile there's apparently two separate calculations on the damage dealt. The first is obviously the explosion itself which deals great damage, the second is some minor damage caused when the projectile itself connects with an enemy...
The problem I've been noticing is that legendary effects only seem to be tied to the minor damage provided by the missile itself, not the explosion.
For example I landed a Nocturnal Missile Launcher on my last character which I was very pleased about but after noticing it seemed to be lacking power I decided to do some testing. Even if I waited until the dead of night when my launcher was meant to be at its strongest it was only doing a fraction more damage than my regular missile launcher...
Basically, if you land an instigating missile launcher the legendary effect may only apply to the missile impact so you'll only be doing around 10 more damage or something sad like that...
Unlike the Fat Man, I don't believe two-shot missile launchers are possible in the game....my conclusion therefore...
Missile Launchers got Shafted
...so be careful when saving money for that Party Starter. Chances are it's actually doing fuck all...
