Ha. With no doubt, Raven Rock. Why?
- It's a Dunmer city. (Yes, I know, this simple fact is enough, but...)
- It's a Redoran city, my second favorite House in Morrowind.
- You actually help, indirectly, in the development of that city, which is awesome... And one of the few things that I liked in Dragonborn. (The other ones: You become an associate with the Telvanni - Neloth. I mean... Neloth; Rieklings and Hermaeus Mora¹.)
- Back to the point... In Raven Rock, we have Captain Veleth, (Really, is the only Captain that actually IS a Captain in the game)
- We have some good old politics, and some Morag Tong.
Now, in Skyrim:
Riften: Lady Maven, corruption... Real life.
Whiterun City: Rohan, LotR. And Balgruuf.
Solitude: POLITICS.
Morthal: We have the best Jarl there. Lady Idgrod. I like her so much. And there's something really dark about that city that attracts me...
I think I like them all... Oh, well.
Honorable mention: Dawnstar.
But my favorite hold has to be either Hjaalmarch or the Reach. Maybe Haafingar..

I present to you...
My favorite hold is Hjaalmarch. I love the dark and frozen swampy nature of the area. Suits a werewolf or vampire quite well. As I don't consider Morthal a city, my favorite city is Markarth, for the architecture and interesting plots. I also love Windhelm, the Snowy dark streets and hint of urban blight appeals to me.
